From what I can read between the lines, it sounds like this Judge who is dealing with the kids authorized the whole operation.

I don't think the call even has to be bogus. If they can't find the person who made it then we don't know if it is bogus. Even if they find evidence from the dna tests that they are guilty, they may be let off because they had no cause for search.
