While ANWR is IMO bad policy - it has nothing to do with the lights going out. Cancellation of construction of power plants today will show up in about (my guess) six years.

However, there were already problems in Texas this year when the wind stopped blowing.

Even if you have wind and solar in place - what percent needs to be in reserve when the sun does not shine or the wind does not blow. I suspect the thermal plants have to be built if nothing else to serve as a spinning reserve.
