You've got me there, Bob. I haven't the foggiest what that line means. My only point in that briefer than should be comment I made is that it's one more piece of evidence Hanson was not writing about environmental pollution. There are certainly things the US can do but, on a broader scale, it's a global issue and solutions in any given country, should take into account their global impact both as incentive and as model.

But Hanson's not interested in that. Best I can tell, he wishes to use energy policy to punish "dictators" and the start up more drilling in the US, more coal burning, and more nuclear power.

Whatever else those various items are, they are not an answer to global pollution.
