This is, quite simply, known to be untrue.

The economy Bush inherited was ailing, and tax cuts did improve it. The economy Reagan inherited was an absolute train wreck and nobody who was present and aware at the time would argue that tax cuts didn't improve it.

That is not to say that tax cuts are the solution to all economic problems. But a blanket statement that tax cuts don't improve an ailing economy is demonstrably false -- and it has been demonstrated time and again.
