We didn't refuse to sign it in order to get a better agreement. We made it quite clear we were signing it because there was no commitment to address global warming in a serious way.

I understand that. But it could turn out to be a benefit given the alternative of signing and then ignoring. Whether or not one thinks that Kyoto was on the right track, either way, there's a chance for a do over that would not have been there had we signed.
