It may get lost to you. But it hasn't been lost on people making laws in other countries even though it IS often bundled. It would be lost on this administration no matter how you packaged it. We do not agree, and we are not likely to agree- and your point is proven false by how the problem is being dealt with elsewhere even though it IS bundled, and how it was dealt with here WHEN bundled when Clinton was president. If you look at the facts you will see that. No "unbundling" would convince Bush to tackle this, and I think Obama and Hillary will both tackle it no matter how it is packaged. They are much more like me than like you.
