Regional Transporatation Authority Is that a tax to fund public transportation whether or not you use it? My son complains that the MAX system in Portland is the Welfare Express because most passengers don't pay. Don't know if that's true. They also built a big tramway to 'reduce vehicle congestion downtown' but it has the effect of being inexpensive transportation for the wealthy inhabitants of the West Hills, so they don't have to put mileage on their Jaguars.
