By your own account the missiles were laser guided at strategic targets. Now you seem to be attempting to paint a different picture. Is this because you have become better informed or because you need a different argument?

The issue remains with the targets. If innocent people are being targeted for harm so that the enemy will be effectively diminished I can see how it could be positioned as terrorism, being notified by shock and awe that joining Saddam could be hazzardous to your health doesn't qualify. I personally felt the sanctions were wrong because we knew innocents were targeted to suffer and die in hopes that Saddam would be more cooperative or that a responsive insurgent coup would take him out. The results were counter productive. Those who suffered from the sanctions, were demoralized and disheartened even further by Saddam's tyrannous brutality until there was no energy left for an overthrow.

The Shock and awe attack was strategically directed at military targets and it was effective at causing those thinking favorably about keeping Saddam in power to balk. It was advertised well enough that 'innocents' had time to stand clear if they wanted to. There was some collateral damage but that cannot be defined as a target in any genuine way.
