But was there a shortage of water to begin with? HELL NO! What planet do you live on? Last year the southeastern US was in extreme drought...Atlanta had weeks of water supply left in its reservoirs. Georgia was threatening to sue Alabama over water rights. We did not need more regulation in this area.The simple truth is we don't need this kind of idiocy for solutions to non-problems. The example you used is the idiocy...no one is forcing to use a low flush toilet...but it demonstrates my point...which is that you have NOTHING to add to progress.
