What planet do you live on? Last year the southeastern US was in extreme drought...Atlanta had weeks of water supply left in its reservoirs. Georgia was threatening to sue Alabama over water rights.

These are temporary conditions that have come and gone for years. Has nothing to do with low-flush toilets (which actually do not use materially less water than traditional toilets, by the time you flush multiple times to clear them).

.no one is forcing to use a low flush toilet.

You cannot buy traditional toilets (the ones that worked) anymore. So, in effect, you are forced to use low-flush. Now, the technology has come a long way in the last 15 years, but even the new, $350 models still have problems.

All for a nominal water savings, when there was no shortage to begin with.
