There are very significant differences between cultures due to their history, legal systems and many other factors.

To claim otherwise, in a weak attempt at political correctness, is not likely to be convincing or change the facts.

In the United States or Europe citizens don't normally attempt to bribe a policeman to avoid a citation, but they will in Mexico. In Brazil the approach is, "Do you have any idea who you are talking to?" Implying that your social status should exempt you from police action.

These are significant cultural differences which are unrelated to how wealthy you are.

The livelyhood of people and the disgrace that have caused and that will take over a decade to solve.

I tend to think Elroy is on to something there.. not specifically a shot at Brasil though... I've mentioned before that I doubt China would ever become a democracy in the Western sense.A lot more free ... but who needs the pork barelling and obviously it didn't work in Russia (which I'm sure China notices) ???
