Such behavior is common in India too. Now what is common between all these cultures - Mexico, Brazil, and India? All I can think of is agri-culture.

Someone else sometime back brought up the matter of political contributions and their effect on gov't in the US. Looked at that way, maybe the US isn't so different from Mexico or India - the bribes just have to be larger.
