Your above statement satisfies at least two of the three statements above.

There is only one statement. That statement asserts two conditions, both of which need to be met. The second condition is not met, best I can tell. If you think it is met, please explain.

Is the following also a rhetorical question?

"I don't see the point of contributing money to the disaster in Malasia. What makes you think that would be of any value? It seems to me that the money won't get to the victims."

"Until then raw data showing that our life expectancy is less than the other industrialized countries is enough to mandate that exhaustive study."

Now, back to the discussion. Will you tell me why you think an exhaustive study of relative longevity is mandated? I do not see any mandate in there. Please clarify for me wherein you see the mandate.
