There is a reason for that. 00 will go through a car's safety glass window on the first shot plus they need the longer range.

A friend had a laundry mat that kids had broken into several times. He wanted a load that would sting but not hurt then. I loaded some low velocity shells with popcorn. Tested them on plywood and at 20' they would have been killers.

If you have kids in the house or any other reason to be concerned about penetrating walls...recommend you rethink that.
