I say that a lot of nice couples in 16 states had been granted a basic right, the right of two adults to marry whomever they chose to marry, without having to start their lives over again in a different state.

This is an example of the federal government stepping in to ensure basic human rights. The same centralized powers also outlawed slavery and gave women and blacks the vote.

That's the good side of it.

But when it tramples religious expression, such as polygamy (among adults) and peyote rituals; when it denies the same marriage rights to gays that it gave to interracial couples; when it forcibly thwarts the will of the people in denying the medicinal cannabis that they approved through a democratic vote, that's when it shows its ugly side.

Speaking of the democracy laboratory idea, I would love to see a state remove all punishments for victimless crime, so that we could all see the results. Such laws might not have much support nationally at first, but they might after the voters had seen them tested in a handful of states.
