Well, of course. After you're attacked, you are obviously going to step up anti-terrorism efforts -- regardless of whether you are a soft target.

The real damage was in letting the world see that terrorist attacks could influence the outcome of the election. That was a lesson that was not lost on AQ, who WAS responsible for the attack.

Hamas and Hezbollah both have a huge presence in the United States. Do you think for a minute they didn't pick up on the fact that a well-timed attack could cause Spain to vote differently than they otherwise might have?
