So how does CO2 drive global warming beyond it's percentage properties in 40 PPM vs H20 in tens of thousands of PPM.

I believe its more than 40 PPM. But as I stated it drives the global warming, but very little. Nobody complains that the heat from our cars, factories, furnaces, manufacturing, etc drives global warming. But it does, no it has noting to do with green house gas, but the heat does help warm the earth. But the greenhouse effect of CO2 is less than that.
