Should not be difficult to calculate, if you know what you are doing. You'll need the estimated mass of he dam complex and the water, the mass of Earth, the speeds involved, etc. Shouldn't be an impossible task for someone who... hmm... again, knows how to do it.

My overall guess is that it will not have any meaningful influence in the planet's movement. Too small.
