AMD is allowed to sell below cost because a second rate company is exlicity permitted to sell inferior product below cost.

The below cost prohibition is only targeted at a company whose superior products and processes give it a realistic opportunity to become a monopoly.

Because it shows that the effect of Intel's rebates tilt the playing field so much that a competitor literally can't even give their product away.
