But you can't deny that you abandoned your responsibility to your neighbors and their cats.

This strikes me more as a case of the previous owner of the house made that promise, and I am informed at closing that I inherited this duty, regardless what I choose to do or not, just because someone in my house always helped the cats next door.

It's an imperfect analogy, naturally. But I don't believe that one president or Congress can bind all the others in perpetual obligations outside of what is put in the Constitution, and ending them is some great shirking.

Times change, policies change, countries move on.
