It was hard to follow the author's logic, so you might be right. If he was making a separate point about third world countries, which hadn't been a part of what he was talking about before, a transition would have helped.

By the way, I don't know if you are aware of this, but a lot of Third World countries don't have much in the way of resources. They're not failing to produce more out of laziness, but simply because there's nothing there with which to produce anything.
