I find it highly unlikely that a "dumb" person could be elected president.

With dumb voters like me anything is possible. No Bush is not dumb. He is not inquisitive and used his corporate style of delegation to avoid making difficult decisions when those in his admin were split. By the end of his admin all dissent has been removed as the emperor sleeps.
