It isn't stupid, but it is complicated -- and made more complicated by the failed deal Clinton made.

You don't negotiate with someone who, once a deal is reached, will breach the terms of it. What's the point? They're going to get what they want, and you're going to get nothing.

Still, there are ways of dealing with the situation that may end with a reasonable outcome. The failed Clinton deal makes it tenuous, but it is worth trying to get something better than nothing. But you don't get that by entering into direct negotiations with someone who has already screwed you.
