I don't remember Clinton saying that, but his administration clearly dragged their feet. This while Clinton claimed credit for the warming of North-South relations.

Of course, Clinton wasn't stupid, since he knew that the LWR project was a bad idea from the beginning. But the deal represented a big political win for him. "Image is everything."

Why exactly?

Any deal involving arms reduction can be seen as appeasement. So throwing the 'a' word around is just a smokescreen.

I dunno, your objection seems to be that you didn't like it but can't really put your finger on the reason.

It did what it was supposed to do. It stopped NK from developing plutonium bombs.
