If Clinton was not playing around in the WH at a time when he was expected to discharge his Presidential duties, and if the Republicans were not that stupid to go after Clinton's private life at the expense of taxpayers' money and if George W. was not that stupid to be having a cushy life in the first nine months of his Presidency, then maybe our level of vigilance as a nation would have thwarted the attack.

I see a slew of American people running around petrified after 9/11 and providing some smiles to the cave dwellers. Isn't it ridiculous that their intelligence got the better of our intelligence?
