Oh Sam - there you go again. Get it right. The problem was electricity. It had nothing to do with refineries. The problem then was much like what we have now - a very tight supply and demand balance creates volatile markets that some exploit. It would be interesting to see a root cause analysis diagram of the problem. It would help us get past the superficial.
