Who pays for it now? You are assuming a huge upsurge in drug use. We really don't know if that will happen. The anti-drug people have lied to us for decades to justify the money they get from Congress.

The biggest lobby for drug prosecution is the people involved in Drug prosecution. They make a very good living at it, and don't want it disturbed. They will say and do anything to keep the money coming.
