Lord this is deep.

Not wanting to hurt? What does that mean? One cannot raise children and be afraid to expose them to consequences of negative behavior. These consequences are a huge part of our current situation as a country and the desire of some to remove these consequences. There in lies the challenge. If someone drops out of school and is now financially disadvantaged - how do we reward/punish that behavior? If someone spends money they do not have and goes bankrupt - how do we reward/punish that behavior.

Political pandering that says your troubles are not your fault - how do we recognize that? How do we reward or punish that behavior?

This is a large issue of our current national political situation. How we balance reward and lack thereof is going to be interesting to see.

No, I was not focusing on any particular ranking, but simply saying that one's intentions inform ones choices.

Personal ethics. Hopelessly far afield from "I think we no longer have a common basis for addressing problems and making decisions." I think we've beaten this to death.
