It is my understanding that accounting rules have been tightened and a whole universe of exotic financial vehicles and "assets" & derivatives, etc that were previously held off of balance sheets now have to be declared and marked to market. Regulated institutions then have to have capital reserve requirements to offset losses at a time when capital is already thin, so that new requirement is what is pressuring these banks in this latest round of declines

This may be an oversimplification, maybe some accountant/finance types can chime in
