I really don't know if Carter was "negligent" in handling the N. Koreans. EVERY President since Truman has had to "handle" the N. Koreans and both Truman and Eisenhower had a chance to eliminate the "need" to handle them, but didn't.

Clinton actually seemed to put a "cap" on the N. Korean threat and opened the way for inroads to be made into their society.

Bush BLEW the CAP OFF and made them about 10 times more threatening. YOU seem to think that was a BIG accomplishment, I DON'T.
