I don't think you really know what I am talking about.

Carter was sent to North Korea in 1994 and came out with the stupid deal that traded two light-water reactors for North Korea's behavior. That seemed to buy the time that Clinton wanted, but Clinton really didn't do anything after that. Reports were that Clinton accepted the deal only because they hoped North Korea would collapse before they had to fulfill their end of the deal.
