There's a vast difference between preschool where the children actually learn and daycare masquerading as preschool where they are just baby sat.

School vouchers would open up choice in education.

Agree on the Unions------but how can that be accomplished.

In addition to the teacher unions we have the USA Department of Education, State Boards of Education, County Boards of Education-----some appointed and some elected.

In other words we have gone from community based education to a full blown bureaucracy built around education. This I believe is as much a part of the problem as unions.
