Well if they just open the entire country, the oil companies pay the leases and use them or not - they have little to complain about in the future and an unused yet paid lease is good for the tax revenue side.

They pay something up front but the vast majority of the revenue comes from royalties. I really don't care if they have anything to complain about or not... we're trying to avert a crisis.

Uh.....there is a reason why the oil companies are not demanding more leases. You do know that all the foreign rigs and most of the domestic rigs are rented into the forseeable future.
