Yes - because they are in fruitless or tapped out areas.

If they're rented out (rigs) and oil exploration is approved more american jobs to build them and an entire industry will grow - creating 1000's and 1000's of high paying jobs - a socialist democrat nightmare - people that don't need a government check.

In point of fact, the industry is lobbying to get more acreage opened to leasing. Not demanding it (they
're not generally run by liberals), asking though.

You do know that all the foreign rigs and most of the domestic rigs are rented into the forseeable future.

Yes, but theres a lag between leasing and drilling and more rigs are being constructed at this time.
