so use oil and do the equivalent of the space program to get to the moon. bipartisan policy and national committment. Sure - but in this case the government does not build the vehicle or the fueling source they only permit the fuel sources to be constructed. Most people believe that fuel will be either hydrogen or electricity. Hydrogen is produced using electricity so it really means that congress needs to start permitting the construction of electrical plants everywhere. Since everyone wants clean energy that implies wind, solar, geo and nuclear.
