You can propose all you want but the build out is still considered to be 10 years.

Probably true - but the need extends far beyond 10 years if you support energy independence, trucks, planes and trains are not run on alternative fuels

Let's go offshore first where the ecology is already compromised. Then we can talk about ANWR.
