Maybe I'm not looking at this correctly..

I thought:
The mandate and subsidy are to enable domestic ethanol to compete against gasoline primarily.

The tariff is to allow domestic ethanol to compete against imported ethanol.

I'm assuming the purpose of the tariff is to deal with cheaper imports. My other link had some discussion on E85 relative to gasoline pricing.

I would guess that the tariff removal alone would tell the tale as to whether the Brazilian ethanol can compete but of course we won't know until it happens..
