That seems irrational. The mandate/subsidy forces us to waste lots money and diesel transporting ethanol around the country. US politicians campaign in Dubuque, not Brasilia. Brazilian ethanol should compete against gasoline directly on it's own merits. By selling into high-volume US east coast urban markets, they could minimize the infrastructure/transport costs and perhaps gain some traction.
