My conclusion wasn't anywhere close to what you are claiming. This is a classic straw man. Try a little intellectual honesty, i-node. My links are pretty clear. The original vision was that there would be state militias that would be the bedrock of defending the country and the last line of defense against a central government run amok. That didn't work out. Wasn't the only idea they had that didn't. Those things happen.
