We are in agreement, I think. Appropriate actions are within the school and may involve, e.g., taking the invitations away and having a talk with the student and parents, then if they do it again, maybe detention, then ISS, then OSS.

But I'd add, it most certainly should not involve forcing the family to invite anyone to their home (or other private location) whom they do not want to invite, whatever their reason. Deciding who gets invited to a wholly private social function is not within the government's legitimate authority. Even if it hurts someone's feelings or you don't like the basis for choosing whom to invite.
