The actual legislative record can be relevant, but just because some point or idea is in the record doesn't make that point or idea relevant.

If its in the record than its a matter of fact, rather than just some crazy unsupported claim, but the fact itself has to be logically relevant to the issue.

Any real argument based on those facts should provide the details of the facts themselves (starting with, and at the very minimum, a quote of the proposed and rejected formulation, and a few key comments from the debate), and then go on to provide reasoning about how these specific facts are meaningful as part of the larger debate.

But we didn't get any quotes, and we didn't get any reasoning.
