Windfall taxes are a dumb idea. Of course, all taxes are passed on to consumers. Socialistist minded Democrats don't realize this. They also don't know that big oil shares are mostly owned by pension funds, IRA's, 401K. Buy a S&P500 index fund, guess what, XOM amounts to about 10% of the S&P500's value.

Saddam didn't nationalize the Iraqi oil industry. That had already happened decades before he came to power.

In 1961 Iraq passed Public Law 80 whereby Iraq expropriated 95% of the Iraq Petroleum Company's concessions
