the president still tried to work with Congress and there was some bipartisan cooperation in Congress. Its only been the last 20 years where things have gotten very adverserial. And remember Carter was a Democrat......Dems always try to compromise where possible......its in their DNA.

More specifically, about 16. Strange coincidence. Right about 92.

Things got very adversarial when Clinton lied his way into the White House.
