"He didn't have the necessary charisma." Probably. I am more of a policy wonk and not real prone to charisma. It is like when he started pushing smart weapons. As a techno-weenie with an interest in the military, it immediately captured my imagination. I could see where "if you can see it, you can kill it" with man portable weapons was going to change the standoff with the Soviets in a way they weren't going to like. Because their lead in tanks and helicopters was about to be eliminated. And that changed the whole game.
