1/2 hour go, perhaps its the day they drove old oily down. Looks more like an oversold bounce at this point on both oil (overbought) and markets.

It is a really stupid question, but I'll be glad to answer it.

You only record a liability when (a) there is a commitment to pay, and (b) the amount is reasonably subject to determination or estimation.

Neither of these criteria has been met. The war, in effect, is a pay-as-you-go event -- if it ended next week, there would be no ongoing financial commitment. Congress has appropriated funds as needed to keep the war going. So, there is nothing analogous to an "unfunded liability", and if there were, it would be immaterial when compared with the unfunded liability of the SSA.
