No it isn't.

Not giving a special benefit to/for something is not the same as actively damaging it. Actively damaging it would be penalizing, taxing (with a special targeted tax), outlawing, or otherwise attacking it.

His cronies managed to influence the Federal Bureau of Land Mgmt to put a 2 year moratorium on leasing fed land to solar companies to build solar farms, which they promptly reversed because of the massive public outcry and backlash.

As you point out it was reversed, therefore not in effect, and also as you point out it was "promptly reversed", therefore not something that had much practical effect, whether or not your speculation as to the motivations hold any water, which is itself questionable.
