Yeah, I thought about that, but my post got rather long so I didn't mention it.

Usually, though, the companies in the private sector who do that are the ones that will fail. Either that, or they succeed not because of merit, but because of market power such as that possessed by monopolies.

Hey, whadayaknow? Government programs often act as legalized monopolies. Sure, that might be better than relying on the private sector for certain services, but that doesn't give them a pass on inefficiency.

No kidding. The departments I have managed did not get rewarded for being thrifty with money. If you didn't spend it, expect your next budget projection to get cut. If you spent all your budget, then asking for more is usually no problem.

Makes no sense, but...
