I don't know the details, but I read that many of the commodities funds are limited wrt the size of the futures positions they are allowed to take. They use swaps with other institutions in order to increase their positions. The net result may be that some of the players who are registered as Commercials may in fact be specs. THis among (probably) other factors may account for the unusual behavior by the COT.
