While the US is better than Russia in most ways, that doesn't mean that the US is perfect or that Russia is worse on every single aspect you can look at or think about, no matter ho big or small, or that even when the situation in the US is better, that the ideal might not be somewhere in between the two in some narrow category. In terms of the time taken by red tape on, drilling, we probably should move in Russia's direction. (I say probably rather than definitely, because this case might not be typical, it could have been quick because of political favoritism, or even bribes, to be clear I don't have any reason to think that is the case, and I'm not making an accusation, its just hard to be sure because the level of corruption in Russia, is one of the ways its clearly worse than the US)
