Do they care if people are using viagra as a recreational drug? Apparently not.

They do care, its still controlled by prescription, and enough people want it without having full blown (or in some cases any) ED that there is a black market for it.

I'm not sure about the whole idea of legally requiring a prescription to get drugs and penalizing use without a prescription.

This is obviously silly when you have an over the counter version, which you could just take more of (theoretically a person could get arrested for selling prescription strength ibuprofen, but you can just take more tablets and get the same thing OTC)

But even for viagra, or birth control pills, or medical marijuna, I don't think it should be required by law. Required by your insurance company? Maybe. Part of the normal way medicine is practiced? Maybe. Even not typically sold without a prescription, might get a maybe. I understand the point of checking with a doctor first. I just don't think you should risk felony charges if you don't.
